Frequency Allocations for the C-Band

Present Situation
The Afghan Telecom Regulatory Authority (ATRA), http://www.atra.gov.af/, is responsible for frequency allocation in Afghanistan. It has allocated a BWA licenses in the 3.5 GHz band. For example, Ariana Network Service (ANS), www.ans.af, has been allocated a WiMAX license in the 3.5 GHz band. ANS provides fixed and nomadic infrastructure using both the 802.16d (fixed) and 802.16e (mobile) WiMAX Standards.

National Position on bands suitable for consideration for IMT under WRC-15 agenda item 1.1:

3 400 – 3 600 MHz

3 600 – 3 800 MHz

3 800 – 4 200 MHz

Interference into FSS C-band Applications
History
At WRC-07 Afghanistan did not sign any of the IMT opt-in footnotes in the 3 400 – 3 600 MHz band.

In the fall of 2009 a potential user of FSS applied to ATRA for an FSS license to operate an earth station in the band 3 800 – 3 900 MHz. The application was initially denied with the explanation that ATRA intended to “freeze” the entire 3 400-4 200 MHz band for further FSS applications. However, ATRA later clarified the situation explaining that only the band 3 400 – 3 600 MHz was reserved for terrestrial wireless services (LTE and WiMAX).
