Taiwan Communications Society Symposium

CASBAA’s thinking on regulatory issues, and on the need for greater symmetry in regulation of traditional TV and OTT TV, was aired at two important conferences in October.

Chief Policy Officer John Medeiros delivered a lecture at a Taipei symposium hosted by the Taiwan Communications Society and a coalition of Taiwan universities.  Other speakers included the newly-installed chief regulator, NCC Chairperson Nicole Chan, and experts from Europe and Japan.

The following week, John chaired panel discussions on advertising self-regulation and
piracy at the International Institute of Communications’ annual conference, held in Bangkok.

CASBAA Engages on Singapore Copyright

Singapore is geographically small, but its decisions on policy matters have outsized importance as exemplars in Southeast Asia.  So the ongoing consultation on copyright policy by Singapore’s Ministry of Law has been a major item on CASBAA’s work program in October.  CASBAA has chaired meetings of interested members to work up policy positions for the Association, and engaged eminent legal counsel in Singapore to flesh out our ideas for improvement in the Copyright Act.  CPO Medeiros met with MinLaw officials to explain our views – stressing in particular the problem of illicit streaming devices (ISDs) and the effect they
are having on the Singapore media market.   The consultation closes November 7.

Asia-Pacific Child Rights Award 2016

And the winner is . . . ‘Reel Time: Written on Water’ produced by the GMA Network of the Philippines

‘Reel Time: Written on the Water’, produced and broadcast by GMA Network of the Philippines, has won the 2016 Asia-Pacific Child Rights Award for Television.

The award, a partnership between CASBAA, the Asia Broadcasting Union and UNICEF, is now in its 16th year. The winning documentary highlights the sometimes perilous journey to school-and-back for often economically deprived students as they wade through seas and climb mountains on their way to school.

“CASBAA congratulates GMA Network for its unflinching examination of childhood poverty in ‘Reel Time: Written on the Water’,” said Christopher Slaughter, CEO of CASBAA.“Our industry reaches hundreds of millions of people around a world daily basis and it is heartening to see our medium being leveraged as a platform not just for entertainment, but in the service of such a worthy cause as alleviating the plight of children in need.“On behalf of the industry, CASBAA salutes the on-going participation of broadcasters from across the Asia Pacific region in this year’s Awards process.”

CASBAA joins Interpol initiative

Interpol and the UK Police held a conference in mid-September on IP law enforcement, and CASBAA was there. Chief Policy Officer John Medeiros told the conference of Asia’s problems with the growing universe of “illicit streaming devices” — ISDs (aka “black box devices”).   Having severely damaged “ethnic” channels broadcasting Chinese, Indian and Korean content, and then movies and sports, the ISD syndicates have now branched out and are taking revenues from all parts of the industry.  European delegates said they had seen a massive increase in ISDs in the
European market in the last year, with Eastern Europe as the locus for operation of ISD syndicates in that hemisphere.  After the conference, CASBAA reps attended a couple of useful industry workshops to coordinate efforts with the MPA, European anti-piracy organization AAPA, and other players in the global industry.

Thailand in View Forum

September 6th, Bangkok — CASBAA returned to Bangkok for our third Thailand in View conference and cocktails, examining the multichannel TV industry in the Land of Smiles.

During a series of high-powered panels and presentations, the agenda included the challenges faced by pay-TV operators in the fast evolving Thai market and the latest strategies for overcoming some of the challenges of piracy and how to best move ahead with robust audience measurement.  Click

CASBAA NEXT Webinar – BarronAsia

On September 22, the CASBAA NEXT Committee members were treated to a Webinar lead by Amit Chatterjee, Digital Director at Barron Asia.  Participants received updates on the current state of VR, AR and MR developments for video, gaming and other purposes. Participants in Hong Kong were able to demo content on Microsoft HoloLens, Samsung Gear VR and HTC Vive.

CASBAA 2020 

For its most recent meeting the CASBAA 2020 Committee hosted a joint 2020/OTT Webinar where Henry Stokes of Xaxis presented an Introduction to Programmatic. The audience heard that "programmatic is the single biggest shift to happen in marketing over the last 25 years.”  Although programmatic buying represents just three percent of the global ad spend today, programmatic buying is growing more than eight times as fast as traditional ad spending in APAC.  The presentation can be found below.

Singapore MDA’s TAM Going Live – Free Trial Available

Singapore broadcast regulator the Media Development Authority (MDA) has launched Television Audience Measurement (TAM),  an integrated measurement system that includes viewership of TV and video content. The MDA is offering a three-month trial to provide viewership data for 180 pay-TV channels distributed by local multi-channel TV platforms Singtel and Starhub. According to the MDA, the full data sets will
be provided at no cost to “interested broadcasters”.
 
Two CASBAA Members, Martyn U’ren of Fox and David Webb of Turner, participated in the Advisory and Technical groups advising the MDA on this ground-breaking scheme on behalf of the pay TV industry.

“Black Box” program gets underway.  
 

A coalition of CASBAA member companies has launched a pilot effort to obstruct operations of “black box” piracy syndicates in some key Asian markets (Singapore, Hong Kong and Bangkok).    Under contract with CASBAA, IP consultancy IPTSolutions is investigating major “black box” sales routes, and seeking to disrupt them, by methods such as outreach to retail hosts, choking off financial flows, public education and coordination of possible enforcement actions. Led by IP enforcement expert Neil Gane, the program in its initial weeks has hosted information exchanges with major e-retail platforms, IT Exhibition organizers, and payment processors, including a June 24th webinar with MasterCard International regarding the anti-piracy features of their Business Risk Assessment and Mitigation
(BRAM) compliance program which was joined by about 18 CASBAA members.

 

CASBAA-led OTT Webinar 

In mid-June the OTT & Connected Media Group hosted a webinar featuring Gilles Domartini, founder and CEO of Amsterdam-based Cleeng. Specialising in video e-commerce solutions for sports and entertainment companies, Cleeng also powers live and on-demand video monetisation for media companies. here. The CASBAA webinar also examined APAC-specific strategies for OTT vendors and OTT payment systems. Other agenda items were the Online Research Repository initiative and the CASBAA Convention 2016.

CASBAA Satellite Industry Forum: Still Going for Growth​

The key focus for the 200 senior industry figures participating in the May 31st CASBAA Satellite Industry Forum 2016 in Singapore were the realities of HTS, LEO constellations, new compression technologies and the implications of Reusable Launch Vehicles.
As the day progressed it became clear that Asian satellite operators must quickly move from offering one-size-fits-all capacity to creating value propositions tailored to customers’ fast-growing, diverse demand and the price pressures from intense competition. The industry must quickly deliver “the fastest, most secure networks and do it better than fibre.”
Speakers also called for the industry to take a more customer-focused approach.”You want to offer end-to-end services; you don’t want to merely sell bandwidth and MHz. Ultimately, what your customers care about are the end benefits,” said one.
To close, the final CEO panel acknowledged harsh stock market perceptions of the industry, highlighting that long-term growth that only can be accomplished through continuous innovation. 

 

 

RATS Report Presented in Singapore

On June 1, CASBAA and the newly-formed Asia Digital Alliance (ADA) co-hosted a review of the ADA’s new report on the connection between malware propagation and content piracy websites.  The CASBAA-ADA audience were treated to an unnerving explanation of the world of Remote Access Trojans (RATs) and the dangers presented to young internet users.  Speakers noted that youngsters, in particular, have the illusion of invulnerability; and there are a lot of malicious people using internet search, UGC and content piracy
websites. Most notably, participants found the concept of young women as “tradeable” commodities to be particularly abhorrent. The ADA report highlighted that individuals, governments and Big Internet companies should take urgent action to prevent such activities.  CASBAA Members can download the ADA report below and learn more on the ADA website:

Over the Horizon

CASBAA goes to Beantown

For the past decade, CASBAA has hosted an Asia-focused session during the NCTA convention in the US. This year, the 10th CASBAA session was held at INTX (as The Cable Show has been re-branded) in Boston, Massachusetts with CASBAA CEO Christopher Slaughter and CPO John Medeiros leading a discussion with Discovery Asia’s Louis Boswell and Ooyala’s Jim O’Neill on “The Changing Asian Market”.  Almost 100 participants joined the meeting, which featured highlights from CASBAA’s 2016 OTT Sentiment Survey with a key focus on the rise of online video and OTT services in the region.

 

Measuring the ‘Platinum Age’ 

In mid-May the CASBAA Research community provided key support for the second “asi APAC Television Conference” in Singapore. The two-day gathering of global research specialists examined the most pressing challenges for TV and video audience measurement in the Platinum Age of Television. Key take-aways: Redefine the concepts of the “Viewer” and “Audiences” and the best possible ways to measure “All viewing”. The regional items covered included “The value of JICS (Joint
industry Committees)” and the development of the newly-empowered audience measurement panels in Thailand and Singapore.

Protecting India’s Content Creators: FICCI conference on Digital Advertising 

On April 4th in New Delhi, CASBAA collaborated with Indian trade body FICCI to strategize the future of “Digital Advertising: Protecting Brand Integrity & Stimulating Content Creation”. Designed to mirror CASBAA’s online advertising conference at our Policy Roundtable in October, the meeting featured India’s key regulatory players, industry and overseas officials as they explored how to secure brand integrity within India’s digital ecosystem. A particular highlight was a dynamic presentation on “Operation Creative”, a London Metropolitan Police campaign to protect the UK content industry.

Asia-Pacific Child Rights Award: Call for Entries

CASBAA, the ABU and UNICEF invite broadcasters and producers from across Asia to submit entries to the Asia-Pacific Child Rights Award for Television 2016. The award is given each year to recognise broadcasters and producers of high-quality children’s programming in the Asia-Pacific. Programmes for children and about children are eligible and can cover any child rights issue. Entries can include documentaries that detail the plight of children, dramas that help break down stereotypes and discrimination or animation that teaches and entertains. Check out the new PwC report: Capacity Crunch Continues

 

PwC has issued Capacity Crunch Continues, an assessment of satellite transponders’ capacity for the Indian broadcast and broadband market. Presenting a positive growth outlook for the Indian television industry and a strong channel count, it predicts a rise in demand for Ku-band transponders.  PwC urges reforms in ISRO’s management of transponder licensing, as India needs to rely on foreign satellite operators to keep its thriving DTH industry moving forward. CASBAA teams with local entertainment industry to fight piracy

 

CASBAA is partnering with the Motion Picture Association, TVB, and other power players in the Hong Kong TV and movie industries to form a new coalition seeking better regional IP protection. Called TAF-HK (Television and Film-Hong Kong), the group will work with the HK government, developing new measures to fight commercial-scale online piracy. At the same time, they will focus on innovative approaches free from the individual rights issues that stalled previous attempts at passing copyright reform legislation.  

 


CASBAA heads to the Philippines for the PCTA Convention 2016

CASBAA will be represented by Mark Lay at the Philippine Cable Television Association (PCTA) Convention in Manila from April 12-15, 2016. The PCTA will usher in another thrilling year at its 24th annual convention at the Marriott Grand Ballroom in Pasay City, Metro Manila. Based on the theme Shift! the convention aims to inspire cable operators as new technology arrives and changes the competitive landscape. Focus will be on improving the internet in the Philippines, the Fair Competition Act and the opening of over 100 Negosyo Centers across the country. Email Mark to meet him there.

Intellectual Property in Broadcasting – Annual U.S. Review

Hong Kong Copyright Alliance Press Conference

CASBAA attended the Press Conference of the Hong Kong Copyright Alliance last month to show support to the Copyright Amendment Bill. “I am happy to join our colleagues from other copyright-related industries in expressing the strongest possible support for immediate passage of the Copyright Amendment Bill, without the three Committee Stage Amendments.” said CASBAA’s Chief Policy Officer John Medeiros during the Conference. Digital Matters 2015


CASBAA was a supporting organization of Digital Matters 2015. The event focused on new frontiers of digital creativity and social distribution. It is where the online content makers, the digital entertainment industry and fans come together to innovate the future of online entertainment. 



Introduction to Creative Future



On January 13, CASBAA hosted an informational webinar with Ruth Vitale, CEO of CreativeFuture, a Los Angeles-based advocacy organization representing 450 companies in the creative industry. She spoke on CreativeFuture’s initiatives for copyright protection, and Regulatory and Anti-Piracy Committee Members discussed possible ways to integrate such approaches in the APAC region.


Similar to the TAG approach which we heard about last month, CreativeFuture collaborates with organizations including the TAG, Interactive Advertising Bureau, and GroupM to cut off ad revenues to pirate sites. It also strives to raise community awareness of the implications of piracy by encouraging its constituent companies to speak out, as well as promoting a youth outreach curricula to educate K-12 students on the issue. And its website has some wonderfully acerbic commentaries, including this one about how young YouTube musicians are losing out because their content is being "scraped" by Facebook, which won’t share ad revenue. "Freebooting" is a term used to describe the act of taking a creative work and re-uploading it without giving proper credit to its creator. In the olden days, I believe we called this "stealing."
