CASBAA: Regulations are “Over the Top”

Hong Kong, 27 September 2012 – With markets, providers and consumers racing to deliver multichannel video anywhere, anytime and on any device – regulatory frameworks are not keeping up.

However, a new CASBAA study, A Tilted Playing Field: Asia-Pacific Pay-TV and OTT, provides a comprehensive review of the gulf between pay-TV guidelines and current over-the-top (OTT) television regulations.

The findings show governments imposing heavy burdens on traditional multichannel TV content delivery systems (cable TV, DTH, “walled garden” IPTV, etc.) which must compete with largely unregulated internet-based TV services including “catch-up” TV, live streaming, “TV Everywhere” offerings, video-on-demand streaming and user-generated uploads.

Arguably, however, the most dangerous challenge comes from providers of illegal, unauthorized offshore OTT services. “The pirate video transmission business is the most international, least law-abiding, and lowest taxpaying of any segment of the global media business,” said John Medeiros, Chief Policy Officer, CASBAA

“The pirate model is now dominating the commercial conversation. Steps must be taken to block growth of the illegitimate OTT sector – to prevent offshore pirate video operators from continuing to grow business models based on misuse and theft of the legitimate industries’ content.”

The report draws attention to the difficult task facing traditional pay-TV operators in the face of competitive challengers – legal as well as pirate – that don’t face the same burdens from government regulation. Across the 14 markets** covered by the CASBAA study, most Asian jurisdictions’ OTT services remain subject only to relatively loose regulations applied to internet services.

Governments which allow this “tilted playing field and unhealthy competitive environment to persist will see their own creative industries damaged, local broadcasters weakened, and investment in networks and content impaired,” added Marcel Fenez, Chairman of CASBAA.

TV Upfronts centre stage in BKK

Bangkok, 18 September 2012 – The power of multichannel TV for advertisers continues to be a focus for CASBAA as the Association traveled to Thailand. Presented in association with Campaign Asia-Pacific and local operator TrueVisions, The Bangkok Screenings attracted 160 attendees representing advertising agencies, clients and networks.

“Multichannel TV has never been a better proposition for advertisers in Thailand than it is today,” said Simon Twiston Davies, CEO, CASBAA. “As viewership increases and penetration grows in the Asia Pacific, multichannel TV is the intelligent choice for marketers to reach audiences and maximize return on investment.”

A showcase for leading networks in the region to screen their upcoming programming, a highlight of The Bangkok Screenings was a keynote address from Wannee Ruttanaphon, President, Media Agency Association of Thailand. Presentations were also made by BBC Worldwide, Discovery Networks Asia-Pacific, FOX One Stop Media, History, Sony Pictures Television, TNN 24 and TrueVisions.

Agency participants included Carat, GroupM, OMD, Mindshare, PHD, Maxus and MediaCom while attending clients comprised senior representatives from Ford Thailand, Kraft, Toshiba Thailand, DhosPaak Co. Ltd., Charoen Pokphand, Bangkok Airlines and Dusit Thani Bangkok.

Thailand’s evolution into an economic powerhouse in Southeast Asia has been swift with its national GDP of US $345.6 billion (THB 10.7 trillion) in 2011 expected to soar 7.5% by 2013*. Multichannel TV homes in Thailand are growing at a rapid pace, more than doubling from 3.8 million in 2009 to 10.3 million in 2012**.

Previously hampered by restrictive regulation, pay-TV advertising has been permitted on cable and satellite TV since 2008; today, television is the most powerful advertising medium accounting for 60% of total ad spending in the country.

New leadership team for CASBAA

Hong Kong, 7 August 2012 – The CASBAA Board of Directors has announced the appointment of a new leadership team, as the Asia Pacific multichannel TV industry enters a time of unprecedented change.

With the appointment of Christopher Slaughter as Chief Executive Officer designate, John Medeiros will be promoted to the new role of Chief Policy Officer and will become Senior Government Relations Advisor to the Board. The new team will be completed by Jill Grinda, who is newly appointed as Executive Vice President, focusing on operations and CASBAA’s advertising initiatives.

Current CEO Simon Twiston Davies will remain in place and work with the new CASBAA management team until 31st December.

“The Board of Directors is delighted with the appointment of Christopher Slaughter and the enhanced roles being taken up by John Medeiros and Jill Grinda,” said Marcel Fenez, the Chairman of CASBAA. “The new team’s mandate and combined industry experience bring significant additional capacity to CASBAA and the services it provides to its 130 Members.”

Christopher Slaughter is a seasoned industry executive, having worked in Asia since 1986. He joins the CASBAA Executive from his role as Managing Director at production company APV in Hong Kong. Slaughter was previously the Asia Pacific head of The Yankee Group, a telecom, media, and technology research company, as well as the Hong Kong and Shanghai Bureau Chief for CNBC Asia. He has also worked in Taiwan, Singapore, Japan and India and is a fluent Mandarin speaker.

John Medeiros, who in his new role will report to the Chairman, has driven CASBAA’s regulatory agenda over the past seven years. A public policy expert, he previously held senior leadership roles in several US embassies in the region and in Europe.

Since her appointment as Vice President, Operations at CASBAA in early 2011, Jill Grinda has succeeded in strengthening the Association’s multichannel industry partnerships internationally. With more than 20 years’ experience in global media and communications, Grinda was previously responsible for the launch and distribution of several international television channels across Asia.

Massive upside for Asian satellite sector

Singapore, 26 June 2012 – The annual CASBAA Satellite Industry Forum concluded June 18 on a strong note as delegates agreed that growth opportunities for the sector in Asia remained emphatically positive.

Addressing nearly 250 delegates, speakers and media, Michel de Rosen, CEO & Board Member of Eutelsat, illustrated the potential of the satellite industry in Asia Pacific thanks to the region’s high population growth, incomplete terrestrial infrastructure and strong GDP prospects.

 

M. de Rosen added that satellite services have an assured future because of their cost-effectiveness as an unrivaled platform in terms of distribution costs per channel per home and in the ability to deliver quality TV with the bandwidth to handle HD signals – especially ultra-high definition TV. He noted that 90% of his company’s revenues in Europe are generated by video, and that Asia should be heading in the same direction.

However, Barry Matsumori, SVP, Commercial Sales & Business Development, SpaceX pointed out that with global mobile data traffic forecast to surpass 10 exabytes (1018 bytes) per month in 2016, according to a recent Cisco report, capacity will still not meet demand.

Terry Bleakley, Regional VP, Asia Pacific Sales at Intelsat acknowledged that ethnic DTH and the globalization of Asian content are major drivers for the growth of TV in Asia while the migration from SD to HD is just one of the reasons for increased data demand.

To help solve the upcoming data crunch issue, Intelsat recently announced its “Epic” satellite solution, a high-performance, high throughput satellite combining spectrum rights in the C-, Ku- and Ka-bands to increase capacity by as much as ten-fold. Featuring switchable bands, frequency reuse benefits and backwards compatibility, Epic has been touted as “a game changer” that will ultimately lower cost per byte.

Jean-Yves Le Gall, Chairman & CEO, of launch specialists Arianespace noted the importance of creating tailor made solutions for satellite launch customers. He added that project financing through export credits and assistance with ITAR (International Traffic in Arms Regulations), Arianespace “remains creative in order to bring more to the launch service than science.”

Despite the rosy picture painted of the satellite sector in Asia, however, hurdles still exist to impede further progress.

David Hartshorn, Secretary General, Global VSAT Forum pointed out that as a result of decisions taken during the World Radio Conference 2007 in Geneva, there are now higher levels of signal interference across the Asia Pacific, with degraded end-user signal quality and potential financial losses due to spectrum grabs by terrestrial service providers.

Also of concern were the uncertain digital roll-out programmes in several markets in Asia, chief of which is India where the Ministry of Information and Broadcasting recently extended a deadline to digitise all TV homes in Chennai, Kolkata, Mumbai and New Delhi to October 31.

“While satellite services have proliferated across the region, there are still issues that remain critical,” added Twiston Davies. “These issues include the control of signal quality, access to markets and the opportunity to expand video consumption and viewership across the region. CASBAA’s role is to support its Members and industry while educating regulators and media on the significant challenges ahead for the communications business in all its forms.”

Across the board, there seem to be a few hard and fast “truths” to what is happening in Asia’s video sector. Parts of the region are on the verge of explosive growth. Content consumption is on the rise and in demand from a strong demographic. Satellite will remain an important part of every facet of the video market because of its unmatched ability to distribute content to people located in remote or less populated areas.

Simon Twiston Davies, CEO of CASBAA, says that Asia has the advantage of continued economic growth. “With an average of about 8 percent across the region, with some fluctuation depending on the country, Asia has an increasingly informed media market with positive demographics coming through. People under the age of 30 are driving consumption for increased media services and options and satellite technology provides the ultimate backhaul for it. Video is gradually migrating from analog to digital format and migration from SD to HD content is becoming more standard, which is driving usage of satellite capacity and demand.”

Replacement rates for Asian satellites are high, according to Twiston Davies. “Orbital slots are more valuable, deregulation of turnaround services is increasing and there are more requests turning up. There is huge demand for content — from India, Indonesia and some other countries. Satellite will play an enormous role in exporting content out of Asia into other markets where consumers demand it.”
