Threat to Indian pay-TV growth

Hong Kong, 16 July, 2009 – The Cable and Satellite Broadcasting Association of Asia (CASBAA) today expressed new concerns over the recent Indian government levy of additional duties on imported set-top box (STB) or cable TV decoders essential in the country’s push for digitalization.

On July 6th, Indian Finance Minister Pranab Mukherjee announced the 5% customs duty on import of STBs, while reducing duty on LCD televisions from 10% to 5%.

The move on STBs, however, may prove detrimental for consumers who will now need to pay more for digital services such as DTH (Direct to Home satellite) and digital cable TV subscriptions.

“While the duty cut on LCDs is welcomed, in the short-to-medium term STB imports will be hit hard and service providers – generators of sizeable tax revenue for the government and employment for millions of Indians – will be forced to review their business models,” said CASBAA.

The trade body estimates the number of digital homes in India is around 16 million out of almost 82 million cable TV connections. Indeed, digital cable TV growth in particular remains woefully slow. The most recent data released by the Telecom Regulatory Authority of India (TRAI) shows 13.09 million digital DTH subscribers and the growth of this relatively new DTH sector could also be hit by the new tax rates.

While lauding Indian entrepreneurship that has been a key to the development of the cable TV and broadcasting sectors into a multi-billion dollar industry, CASBAA notes that multiple taxation levels covering license fees, service taxes, entertainment taxes and VAT on installed equipment within customer premises often accounts for more than 50% of costs to the consumer. “This is more than unhelpful for a sector that underpins India’s digital strategy,” said CASBAA.

CASBAA also believes the government has failed to give full recognition to the broadcast and cable sectors as demonstrated by the on-going disparity between the government approach to the telecoms and broadcast sectors. Imported telecoms equipment is exempt from basic customs duty. However, the basic duties for imported head-end (i.e. switching) equipment for cable TV and satellite TV systems vary from 7.5% to 10%.

In light of Prime Minister’s Office (PMO) policies intended to rapidly digitize broadcast services, and regulator TRAI’s strong recommendations on digitization, CASBAA reckons “tax concessions are essential if digitalization is to receive a fresh impetus. Without doubt, uneven taxes deliver uneven results”.

According to Simon Twiston Davies, CEO of CASBAA, “The broadcast industry still needs government support in the form of a reasonable (and reasoned) tax environment if it is to grow further.” Only then can Indian media and communication companies truly deliver genuine choice at a genuinely competitive market price.

Fresh precedent in cable piracy battle

New administrative procedures to create a legally enforceable environment to fight pay-TV piracy in the Philippines have seen a breakthrough settlement by an infringing cable operator in Camarines Sur province.

The settlement was agreed under rules laid down by the Intellectual Property Office of the Philippines (IP Philippines), resulting in a legally binding agreement by the operator, Turtle Cable Co., to exclusively distribute authorized pay-TV content.

CASBAA & Kagan promoting AP multi-channel video

Satellite sector central to Asian communications

Hong Kong, June 24, 2009 – The announcement of two Asia Pacific DTH platforms (Echostar/AsiaSat for Taiwan and VTV/Canal+ for Vietnam), along with a new Asian procurement and launch programme (ABS-2 from Space Systems/Loral & Arianespace), plus an Arianespace launch contract for Singapore/Taiwan’s ST-2 satellite, has reinforced the essential nature of satellites for the Asian communications industry.

During the recent CASBAA Satellite Industry Forum in Singapore, CASBAA and consultancy Euroconsult announced 9% regional market growth for 2008 (click here for download the CASBAA’s “Video in Demand” Asian satellite services report), the highest recorded in the past decade with, according to CASBAA, another six Asia Pacific satellites set to be launched in the next six months. “Satellite services are central to the good health of Asia’s domestic and regional communications industries,” said Simon Twiston Davies, CEO of CASBAA.

Keynoted by Houlin Zhao, Deputy Secretary-General of the International Telecommunications Union (ITU); Romain Bausch, CEO & President of SES S.A. in Europe; Huang Baozhong, VP of China Direct Broadcast Satellite (China DBSat) and Mark Dankberg, Chairman & CEO of Viasat in the US, the CASBAA gathering of global executives was determinedly upbeat as it addressed the most urgent issues facing the worldwide satellite sector.

In his opening remarks, Houlin Zhao of the ITU highlighted the thorny issue of orbital slot co-ordination and satellite signal interference generated by WiMax deployments by 3.5GHz wireless ground systems.

According to Zhao, the ITU has urged “Industry and governments alike to work more closely with the ITU to help resolve the current issues of overcrowding, increasingly lengthy delays imposed by unwieldy co-ordination requirements, and the chronic problem of ‘paper satellites’” – fictitious frequency assignments recorded in the Master International Frequency Register. Zhao later announced that the ITU World Radiocommunication Conference (WRC-11) had been unexpectedly delayed from late 2011 until 2012 in Geneva.

In other sessions, Huang Baozhong of China DBSat noted that Push Video on Demand is China’s latest strategy to increase access to digital content and is preparing for the launch of a new DTH service that could, according to analysts, revolutionize China’s broadcast market.

The health of satellite communications in the face of a global recession remains robust, but it cannot afford to become complacent, according to Romain Bausch of SES S.A.. The satellite industry is not necessarily an “island of prosperity in turbulent seas”, he said.

Meanwhile, Rudy Tanoe, President Director & CEO of Indovision (operating a DTH platform from the newly deployed S-band payload on the Indostar-2/Protostar-2 satellite), commented that Indonesia should have more than one million DTH subscribers in the next 12 -14 months. Nevertheless, the potentially catastrophic problem of pay-TV piracy remains to be addressed.

On the other hand, Vikram Kaushik, MD & CEO of TataSky in India, noted that DTH services could reach 50 million Indian subscribers by 2015 — if satellite capacity is made available. Regulatory constraints remain an issue in many satellite markets, according to several speakers at the CASBAA Satellite Industry Forum.

Addressing the opportunities provided by broadband capacity delivered via satellite, Mark Dankberg of Viasat introduced the ViaSat-1 bird as a potentially “transformational spacecraft” with the capacity to deliver over 100 Gbps to consumers.

“Broadband is about bandwidth, and this will be the new frontier in space,” said Dankberg.

“While this is a challenging economic time, the resilience of the satellite sector and the demand for satellite services is testament to the critical nature of satellites for the distribution of television programming and for enterprise connectivity around the globe,” said David Ball, Regional Vice President Asia-Pacific for Intelsat and Chairman of the CASBAA Satellite Industry Committee.

Mobile TV underexploited

Hong Kong, 1 June, 2009 – A cross-industry Mobile TV CXO Summit organised by the Cable & Satellite Broadcasting Association of Asia (CASBAA) with the Mobile Entertainment Forum (MEF) highlighted the challenges before the successful long-term deployment of economically viable mobile TV platforms in multiple Asian markets.

The CASBAA/MEF Mobile TV CXO Summit 2009 gathered 50 carriers, broadcasters, content providers, ad agencies, clients and technology solution providers in a dynamic interactive environment.

Participants included Bloomberg TV, Brand Tectonics Asia Ltd, Catalist Group, Comcast Int’l Media Group, CSL, Disney-ABC Int’l Television, Dolby, Dish Network L.L.C., Fox Int’l Channels/NGC, Globe Telecom, Huawei, Idea Cellular, InvestHK, i-Pop Networks, Irdeto, itsun limited, KPMG, Mediascape, Microsoft, MTV Networks Asia, NBC Universal, NDS, PCCW, PricewaterhouseCoopers, Sony Pictures Television Int’l, Smart, Speedcast, Sport Five, STAR Group, Turner Int’l Asia Pacific, Viaccess and ZenithOptimedia.

Staged in Hong Kong and sponsored by Dolby, i-POP Networks, Speedcast and Hungama, the Summit examined the linkage between content owners and mobile TV network service providers with their audiences, particularly through the ever-evolving platforms.

The four closely moderated group sessions were moderated by Ringo Chan, VP Asia Pacific, Wireless & Interactive Content Development and Distribution, Turner International; Nick Pilbeam, MD, itsun limited; Pierre Jean Beylier, CEO, Speedcast and Colin Miles, Co-founder and Executive VP, i-POP Networks.

Mobile TV remains an under exploited sector with stakeholders still exploring ways of revenue generation and subsequent revenue sharing. Successful examples of monetizing content were identified as content licensing to handset manufacturers and VOD content for operators, in particular movies.

Also, the balance of power with regards to the “ownership of the consumer” remains in flux. Content providers are interested to know the consumer better in order to create, package, market and price content to meet consumer demand. Unlimited packages and affordable subscriptions are considered key to that aim, with access to customer information from telco to content provider still a challenge. However, a limited number of carriers are willing to share limited data and work with content providers as a way of partnership.

Discussions also focused on standard measurement tools necessary for mobile TV advertising. “The industry needs to build a common currency comparative to television and online media,” was one conclusion.

“The opportunities offered by mobile TV are fast evolving, and the mobile services sector continues with its own remarkable growth pattern. Given a base assumption that for every household with a cable/satellite connection there are at least two mobile phone subscribers (the minimum in India and higher elsewhere) the opportunity remains enormous.” said Marcel Fenez, Chairman of CASBAA.

Child Rights Award 2009: A call to broadcasters

The ABU, CASBAA and UNICEF are now inviting Asia-Pacific broadcasters and producers to submit entries for the Asia-Pacific Child Rights Award 2009.

The Award, launched in 2001, is given each year for the best television programming on a child rights issue produced in the Asia-Pacific region. It recognizes the efforts of broadcasters in pursuing the production of top-quality children’s programming and better news coverage of children’s issues.

Programmes both for children and about children are eligible and can cover any child rights issue. Entries can include documentaries that detail the plight of children, dramas that help break down stereotypes and discrimination, or animation that teaches and entertains.

Entries must have been broadcast between June 2008 and May 2009 and must be received by 30 June 2009. The Award will be presented during the CASBAA Convention on 3 – 6 November 2009. The winner will be flown to Hong Kong for the ceremony.

网络视频引领电视发展 ( Online Video Shaping TV Future )

香港,2009年4月8日 – 亚洲有线与卫星电视广播协会(Cable & Satellite Broadcasting Association of Asia, CASBAA)今日发布其《中日韩三国网络视频现状报告》当中的实况短片《中国网络视频现状报告》的完整版(点击此处),已提供了中文字幕。

《中日韩三国网络视频现状报告》对中日韩网络视频现状进行了全面而深刻的分析研究。CASBAA同时还发布了仅提供予会员的深入分析数据包,充分展示了授权(和非授权!)串流媒体服务给亚洲各国市场带来的巨大冲击。

CASBAA认为,中、日、韩将成为推动网络视频下一轮发展的主力。2012年,中国将以1.9亿宽带入户数量跃升为全球最大的有线宽带市场,届时必将引发更多关注。

CASBAA会员专享数据包中的资料显示,家庭用户占中国互联网用户总数的74.1%,而网吧则以近40%的份额成为青年市场的主力。中国互联网络信息中心(CNNIC)调查显示,约有75%的受访者曾与其他网民共享各种类型的网络视频。

另 外,南韩大概有33.2%的韩国网民习惯在线观看电影,这对于家用DVD和电影行业的打击是毁灭性的。据韩国电影理事会(Korean Film Council) 最近一项调查显示,47%的受访者表示去年曾在网上非法下载电影,并未支付任何费用,或支付每部電影的费用低于50分美元。

CASBAA首席执行官西门‧徐士敦‧戴维斯(Simon Twiston Davies)表示:“相对于中国和韩国电影盗版的泛滥成灾,日本在版权保护方面就做得比较好。传统的付费内容在日本仍然流行。”

不 过,CASBAA数据包中的资料同时显示,随着观众转入网络视频阵营,网络视频广告也成为了一个重要的增长契机。中国最受欢迎的视频共享网站之一土豆网宣 称其2008年上半年的广告收入达到了1129.6万元人民幣(165万美元)。同样吸引大批观众的类似网站还包括日本的Nico Nico Douga(Smiley Smiley video)和韩国的Pandora TV。

最终,中国的网络受众规模将超过发展更为成熟的韩国数字广告市场,但日本市场的复杂性和成熟度将支持其继续增长。

预计2009年中、日、韩三国的网络广告总额将达到103亿美元,并于2012年达到151亿美元。

虽然网络视频服务在版权、法律法规、业务模式等方面还存在诸多不确定因素,但这一新形式也为版权所有人、广播公司、广告商和付费电视运营商提供了无限商机。徐士敦‧戴维斯先生补充道:“电视行业应适时制定新战略,为新客户提供服务。”

Satcoms heads over the horizon

Hong Kong, 1 April, 2009 – The Cable & Satellite Broadcasting Association of Asia (CASBAA) will stage the ninth CASBAA Satellite Industry Forum on Monday June 15th in Singapore at the Four Seasons Hotel. Decision-making executives from the satellite industry drawn from around the world will share their insights and address issues for the APAC market.

Themed “Over the Horizon”, the one day high-powered annual conference will cover critical issues including the future for satcoms technology, the latest business models and the road to profitability; how CEOs are coping with today’s financial challenges; the potential businesses of Ka-band satellite systems and satellite services for mobile users.

CASBAA advertising initiative

Hong Kong, 31 March, 2009 – The Cable & Satellite Broadcasting Association of Asia (CASBAA) today announced a groundbreaking TV industry initiative to generate new revenue streams as part of a unified channel and network strategy. The initiative is designed to demonstrate the effectiveness of using Regional TV channels to reach audiences most likely to maintain spending in an economic downturn.

According to CASBAA, this is the first time the Pan Regional TV channels in Asia have worked together to create a single voice to reach clients and agencies on the benefits of the medium rather than on an individual channel basis.

Top regional media planners are working with CASBAA’s advertising team to develop the strategy for Regional TV to move forward. The initiative is supported by a comprehensive marketing plan.

To kick start the project, the Pan Asian Regional TV Sourcebook will be published at the end of May and supported by an online presence and a commercially oriented website providing advertisers and agencies with essential marketing information and media sales kits.

Major stakeholders in the project are CNN and Cartoon Network, Discovery Networks Asia-Pacific, Sony Entertainment Television, National Geographic Channel and FOX Networks, STAR TV, BBC Global Channels, CNBC Asia, Bloomberg Television and Australia Network.

“The year 2009 will be a tough year for the region‘s marketing industry. Planners are already focused on maximizing reach and share of voice by utilizing the tried and tested medium of TV,” said Julie Petersen, the CASBAA advertising consultant. “This is a time of great opportunity as well as challenge.”
