TV stations to resume telecasts

(May 25, 2014) The coup-makers have allowed all 24 digital TV stations, subscription TV operators and satellite TV stations to resume broadcasting.

However, 15 satellite stations suspended earlier are still off the air.

West Java Police Reveal a Criminal Copyright Case for Pay-TV

BANDUNG , ( AFP) . – West Java’s Police Special Criminal Investigation department on Monday ( 05/04/2014 ) at 15:00 managed to uncover a pirate TV company broadcasting content from PT MNC Sky Vision , without permission on the www.bluehtv.com website.

The event happened at Jalan Kemuning IV Blok M – II RT . 03 RW . 10, Village Kedungwaringin Village, Bogor .

“In case of disclosure, members of West Java sub-division II Department of Special Criminal Investigations arrested one (1) suspect named HTS ( 27 ) who was the website’s operator” said Martinus Sitompul, Head of Public Relations West Java Police.

Meanwhile Martinus reported that evidence recovered included 2 mobile phones, 2 bank saving books, 2 ATM cards as well as a laptop and a modem.

The police also secureed the suspects email addressess – Heryteguh.sulistiono @ yahoo.co.id , and Htvonlineindonesia@yahoo.co.idand heryArt Kaskus ID , Facebook and Twitter Heryteguh.sulistiono @ yahoo.co.id; admin @ bluehtv.us .

HTS operational modus was to make a website www.bluehtv.com to watch TV and radio online and promote it as BLUEHTV application with various versions ranging from BLUEHTV Version 1 to BLUEHTV Version 2.9 .

” The app can be used to watch TV broadcasts online and as a forum to communicate and exchange information between members and from members to HTS. To get the application, members were directed to download the app from www.mediafire.com , ” he said.

After downloading the app, members can then run the app on their computer. TV aired on BLUEHTV was obtained from copying the the code page of the website www.okezone.tv .

Channels copied from PT MNC Skyvision / MNC Group included MNV TV , RCTI , GLOBAL TV , MNC Bussines , MNC Music MNC Muslim MNC Entertainment , Live Style MNC , MNC Sports 1 MNC Sports 2 , Life MNC , and MNC Sindo TV News .

Martinus said that according to the suspect HTS, to members needed to visitwww.bluetv.com and make an account and create an account including email address and password.
” After the registration , the prospective member would be notified by email to download the BLUETV app version that runs on their Windows operating system, in addition to the app download members will be automatically incorporated in the website’s forum www.bluehtv.com” he said.

After runnning the app BLUETV members could become a donor member by filling out a donation form available on the donor room menu. After completing the donor registration form the member would would be required to confirm by SMS with Username age and city and send to 08979189744 .
” The member would then receive a SMS from the suspect HTS to donate IDR50,000 to HTC account, ” said Martinus.

Martinus then said that after transferring money, members were asked to send a SMS confirming the money transfer. Afterwhich the supect HTS would enable the member’s account to be able to log into the BLUEHTV app.
“But for members who do not join as donors , the members do not get the extra features in the form of switching channels automatically but can still watch TV online for free in the app BLUEHTV , ” he said .

Suspect HTS started this in 2011 and currently has 15,000 members, with as many as 1,000 paying IDR50,000.
For his actions , the suspect HTS suspects has been charged for alleged violating of Article 32 Paragraph ( 1 ) Article 48 Paragraph ( 1 ) of ITE Law Number 11 Year 2008 ; or Article 72 Paragraph ( 2 ) of Copyright Law No. 19 of 2002 which has maximum penalty of 8 years prison sentence or a maximum IDR2bn fine.

Cable fee proposal fails to excite

(May 7, 2014) A proposal by the National Communications Commission (NCC) to conditionally allow cable service operators to raise their monthly subscription fees drew a lukewarm response at a public hearing yesterday, with industry representatives saying it would neither help boost revenues nor increase digital cable service’s penetration rate.

Illegal STB Dealers in Singapore Prosecuted

(May 7, 2014) StarHub, the largest pay TV operator in Singapore, has commenced criminal prosecution against two illegal set-top box dealers today. This follows the successful raid of a storage facility by StarHub in September 2013, which uncovered a few hundred illegal set-top boxes.

Indian BJP Party To Push for Media Restrictions

(May 1, 2014) The Bharatiya Janata Party (BJP) has enunciated a clear media policy, should it come to power, which amazingly nobody is talking about.

Media companies should certainly take note. If the party means business, some drastic proposals are on the cards. It will reverse its own earlier policy on foreign investment, push for restrictions on cross-media ownership, and attempt, yet again, to give the country an independent media regulator.

It also intends to take Prasar Bharati out of government control and make it directly accountable to Parliament.

The frenetic media obsession with the BJP’s Hindu nationalism has led us to ignore other kinds of policy nationalism that it has on its agenda. Hardly any attention is being paid to the about turn the party has done on foreign investment in media. Its current position, spelt out in a document on its website called Our policy on Media, Cinema and Arts, is an amazing list of nationalistic postures, which seek to overturn some of the opening up the last BJP government did in 1999-2004.

Why the Broadcast Industry is Taking Steps to Safeguard C-band

(Apr 24, 2014) The next World Radiocommunications Conference (“WRC”) is planned for November 2015 in Geneva. While that may seem far away, Agenda Item 1.1 will address the issue of spectrum rights as the International Mobile Telecommunication (“IMT”) appeal for additional C-band spectrum below 6 GHz. The C-band spectrum in question (3400-4200 MHz in the down-link and 5850-6425 MHz in the up-link) is used heavily for many services, broadcasting and content distribution among them. Thankfully, the broadcasting community is well aware of the potential impact that any further encroachment on C-band spectrum could have on their most important customer—the viewer.

Why the Supreme Court might pull the plug on Aereo

(Apr 21, 2014) On Tuesday the Court will hear arguments on the legality of the disruptive wireless technology that brings broadcast TV to smartphones.

For two remarkable years the tiny company Aereo, which delivers broadcast TV to smartphones, tablets, and PCs, has walked through the valley of the shadow of death.

Armies of litigators, hired by the nation’s largest media giants, have bombarded it with lawsuits, accusing it of flagrant copyright infringement. All the while, Aereo has protested its innocence. It’s been cleverly engineered, it insists, to slip through the cracks of the copyright regimen the broadcasters are invoking, and — superficial appearances notwithstanding — it is therefore operating completely on the up-and-up.

On Tuesday Aereo will finally plead its case to the nine U.S. Supreme Court justices who will determine its fate. There, Walt Disney’s (DIS) American Broadcasting Company, CBS’s (CBS) CBS Broadcasting, Comcast’s (CMCSA) NBCUniversal, 21st Century Fox’s (FOX) Fox Television Stations, and a half dozen other broadcasting behemoths will ask the Court to pull Aereo’s plug. Ominously for Aereo, the U.S. Solicitor General’s Office — expressing the views of the U.S. Copyright Office and other government agencies — is siding with the broadcasters.

Government proposes changes to law to tackle Web piracy

(Apr 8, 2014) The Ministry of Law (MinLaw) is proposing changes to the Copyright Act, which it hopes will better protect the rights of rights owners as well as the interests of Internet users.

The move comes at a time when data suggests that Internet piracy in Singapore is at a worrying level. It has been reported that Singapore has the highest incidence of per-capita peer-to-peer infringement of motion pictures out of the whole of Asia, and that half of all Internet users here access unlicensed sites.

The proposed changes to the law – which will be open to public feedback – will allow rights owners, or the exclusive licensees of the work, to directly apply for a court injunction to block off public access to the pirated material.
